Thirty Days Without Rain: Lombok Barat's Clean Water Emergency

One month without rain has left 4,245 families across five subdistricts of Lombok Barat, West Nusa Tenggara, struggling to access clean water. Four water tanker trucks — twenty thousand litres in total — are all that Lombok Barat's disaster agency has deployed. The dry season has only just begun.

On Tuesday, 23 June 2026, water tanker trucks dispatched by the Regional Disaster Management Agency (BPBD) of Lombok Barat District arrived in Kuripan Subdistrict, West Nusa Tenggara. They carried five thousand litres each. Across four vehicles, that is twenty thousand litres of clean water — roughly the equivalent of filling four mid-sized swimming pools — to serve a district where at least 630 households in Kuripan alone had gone without reliable access to clean water for the past month. The math is straightforward, and it does not close.

Indonesia's National Disaster Management Agency (BNPB) reported on 24 June 2026 that a prolonged "hari tanpa hujan" — consecutive days without rainfall — spanning more than one month had triggered a drought emergency across five subdistricts of Lombok Barat, a coastal district on the western side of Lombok island in West Nusa Tenggara (NTB) Province. As of 23 June, BPBD Lombok Barat had recorded 4,245 households (kepala keluarga) affected across six villages in five subdistricts: 1,357 households in Sekotong Barat (Sekotong Subdistrict), 306 households in Jembatan Gantung (Lembar Subdistrict), 500 households in Banyu Urip and 718 households in Giri Tembesi (both in Gerung Subdistrict), 630 households in Kuripan Selatan (Kuripan Subdistrict), and 734 households in Persiapan Penanggak (Batulayar Subdistrict). The drought is not confined to a single river basin or topographic feature — it has spread across the district's coastal and inland zones simultaneously, which suggests a climate-driven rather than infrastructure-driven cause.

What Four Tankers Mean in Practice

BPBD Lombok Barat has deployed four water tanker trucks, each with a five-thousand-litre capacity, to distribute clean water to the affected communities, initially focusing on Kuripan Subdistrict. The agency is coordinating with the Lombok Barat District Fire Department and with PDAM Giri Menang Mataram — the regional water utility covering the Mataram metropolitan area — to expand the distribution fleet and increase the overall volume of water being moved. Private sector partners are also being approached.

The arithmetic of tanker-based water distribution in drought emergencies is a useful way to understand how far any emergency response actually reaches. A standard water distribution guideline in humanitarian operations — following the Sphere standards commonly used by UNHCR and ICRC — recommends a minimum of 15 litres of water per person per day for basic survival, including drinking, cooking, and basic hygiene. With an average household size in rural NTB of approximately four persons, 4,245 affected households represent roughly 17,000 people. At 15 litres per person per day, meeting minimum standards across the affected population requires 255,000 litres daily. Four tanker trucks with 5,000 litres each deliver 20,000 litres per trip — approximately 7.8 per cent of the minimum daily requirement, assuming they can complete just one round trip to a water source and back each day. In practice, tanker trucks typically complete multiple trips daily, but the roads in Lombok Barat's rural subdistricts are not uniform in quality, and the distances to water sources add real constraints.

This is not a criticism of BPBD Lombok Barat. Deploying available assets the same day a drought emergency is reported is a functionally appropriate first step. The constraint is not effort; it is the absolute gap between what four tanker trucks can deliver and what more than four thousand households need.

NTB's Structural Drought Exposure

West Nusa Tenggara is not surprised by drought. The province occupies two main islands — Lombok and Sumbawa — both of which sit within Indonesia's climate transition zone, where the monsoon season is shorter and the dry season longer and more pronounced than in the wetter western archipelago. BMKG, Indonesia's Meteorological, Climatological and Geophysical Agency, has consistently flagged NTB as one of the provinces most exposed to annual drought risk, particularly in the period from May through October when rainfall across much of the province drops sharply or ceases entirely.

Historical drought records from BNPB and AHA Centre show that Lombok Barat District has experienced recurring drought events, with the dry season triggering water access difficulties in coastal and foothill communities that lack access to piped water infrastructure. The PDAM network in NTB — which serves primarily urban areas including Mataram, the provincial capital — does not extend uniformly into the rural subdistricts of Lombok Barat's south and west coast. Communities in Sekotong and Lembar, which appear among the hardest-hit in the June 2026 event, have historically depended on wells, springs, and seasonal streams that become unreliable or dry out entirely when the dry season is prolonged. When one month passes without rain in a community whose water infrastructure depends on rainfall recharge, the wells run low and the springs dry up. The tanker trucks are not filling in for infrastructure failure — they are the infrastructure.

BMKG's weather forecast for 24 to 26 June 2026 — released the day the drought was formally reported by BNPB — indicated potential for moderate to heavy rainfall in NTB during that period, alongside multiple other provinces. Whether that forecast materialised into actual rainfall in Lombok Barat's affected subdistricts, and whether that rain would be sufficient to recharge depleted wells and springs, remained unclear as of the date of reporting. Seasonal dry spells of this duration typically require sustained rainfall over days, not hours, to restore groundwater levels.

Flood and Drought, Simultaneously

The same BNPB situation report for 23–24 June 2026 that documented Lombok Barat's drought also recorded a flood emergency in Sekadau District, West Kalimantan. Heavy rainfall from 20 to 21 June caused the Sekadau River to overflow its banks in Nanga Mahap Subdistrict, inundating three villages — Lembah Beringin, Tembesuk, and Batu Pahat — with floodwaters ranging from 0.5 to 2 metres. A total of 1,560 homes were affected. BPBD Sekadau conducted evacuations and was monitoring the situation; by 23 June, floodwaters in most parts of the affected villages had begun to recede.

The juxtaposition is not coincidental. Indonesia's archipelagic geography and its position within a complex monsoon system means that drought and flooding are simultaneous phenomena in different parts of the country for much of the year. The same La Niña or El Niño cycles that extend dry spells in NTB can intensify rainfall in Kalimantan; the same climate variability that is causing longer and more pronounced dry seasons in Lombok's rain shadow zones is also intensifying the rainfall events that cause flooding in river systems elsewhere. Disaster management in Indonesia is therefore not simply a question of preparing for one type of extreme — it is a question of managing opposite extremes in parallel, with a national agency that must triage resources across both simultaneously.

The Response Capacity Question

BNPB's public communication around the Lombok Barat drought is measured and practical. The agency acknowledged the event, cited the affected numbers, described the deployed response, and called on local governments and communities to optimise the management and distribution of clean water reserves and to use water wisely. These are the right messages. They are also messages that have been delivered in response to NTB drought events in previous years, without the structural underlying gap — in piped water infrastructure coverage and groundwater recharge capacity in rural coastal communities — having been closed.

The question raised by the Lombok Barat drought, and by every recurring drought emergency in NTB, is not whether the emergency response is adequate for the emergency — four tanker trucks is a reasonable first deployment — but whether the pattern of recurring water emergencies in these same communities is being addressed at a level that would eventually reduce the emergency's scale. Clean water access in rural NTB is a development and infrastructure question that sits upstream of the disaster response question. When the wells dry out every dry season in the same villages, and the same tanker trucks are dispatched in response each year, the pattern signals a structural gap that emergency response alone cannot close.

BPBD Lombok Barat is coordinating with PDAM Giri Menang Mataram and the fire department, and is engaging the private sector to expand the supply fleet. That coordination is the appropriate short-term response. Whether it translates into a longer-term investment in piped water infrastructure, groundwater storage, or rainwater harvesting systems in the affected subdistricts is a question for Lombok Barat's district government — and for the provincial and national agencies that fund and set priorities for rural water access.

Ummanitarian Perspective

Indonesia's simultaneous drought in Lombok Barat and flooding in Sekadau is not an anomaly — it is an annual feature of disaster management across the archipelago. The structural challenge it creates for response agencies is underappreciated: BNPB and BPBD must allocate personnel, tanker trucks, and coordination capacity across opposite emergency types in different provinces at the same time, with a budget that must serve both. For Lombok Barat specifically, the recurring drought in Sekotong, Lembar, and Batulayar subdistricts points to a threshold question that humanitarian actors in Indonesia have long discussed but that remains unresolved in practice: at what point does a disaster that recurs in the same place every dry season stop being an emergency and become a structural development problem requiring infrastructure investment rather than emergency deployment? The four tanker trucks are the right response for today. Whether they will still be the answer in June 2027 depends on decisions made in the months between now and the next dry season.
